Operation Shield: Keeping Stockton Safe

Operation Shield is a major community safety initiative, led by Stockton Borough Council in partnership with Cleveland Police and local organisations including Stockton BID, Recovery Connections, CGL, The Moses Project, and Wellington Square. The aim is clear: to make Stockton Town Centre safer and strengthen public confidence.

Since its launch earlier this year, Operation Shield has:

  • Delivered daily patrols by Civic Enforcement Officers alongside Cleveland Police.

  • Carried out hotspot patrols, funded by the Office of the Police and Crime Commissioner, in areas most affected by anti-social behaviour.

  • Organised regular days of action, working with multiple partners to address issues ranging from licensing to street safety, while supporting major town events such as SIRF and Armed Forces Day.

  • Taken strong enforcement measures, securing Criminal Behaviour Orders (CBOs) against persistent offenders – including the Borough’s first ever positive requirement CBO. This is a key area of focus for the team, with more updates to follow on our social channels.

  • Worked closely with local businesses, running joint inspections with Licensing and Trading Standards, and responding directly to concerns raised by town centre staff.

Licensing inspections not only ensure compliance with the Licensing Act but also provide an opportunity for businesses to share intelligence and raise concerns, strengthening cross-departmental collaboration.

Operation Shield will continue to address anti-social behaviour, crime, and addiction in the town centre, combining robust enforcement with support for those who need it.
